Pannaggi è un artista precoce: a 16 anni, nel , pubblica sul Corriere dei Piccoli le sue prime vignette satiriche anti austriache. Nel si trasferisce a Roma dove prima frequenta i corsi di fisica e matematica a La Sapienza e poi nel si iscrive alla Scuola di Architettura.
Ciò che però cambia la sua vita è l’incontro con il formidabile entourage della Casa d’Arte Bragaglia. Intorno a questa storica galleria, prima a Via Condotti e poi a Via Rasella, ruota tutta l’arte romana di allora. Nel partecipa alla XV edizione della Esposizione Internazionale d'Arte della Città di Venezia esponendovi i dipinti "Funzione architettonica H03", "Funzione architettonica 3 U", "Funzione architettonica P M" e "Il costruttore" e le due sculture "Derivazione plastica da bottiglie, bicchiere, ambiente" e "Derivazione plastica dachitarra, boccale, occhiali". Nel espone alla IX edizione della Mostra Quadriennale d'Arte Nazionale di Roma "Vecchio treno" e "Due centauri".

Italian Futurism, Reconstructing the Universe (until September1st) is a major exhibition by any standard: 79 artists, works (many brought over from Italy), and 50 different lenders. It's the first comprehensive overview of Italian Futurism in the United States, and Frank Lloyd Wright's Guggenheim Museum, with its swooping curves and vertiginous, disorienting views, is an ideal venue for this show.
For the most part, Futurism is rehashed and refashioned pointillism and cubism. Roberta Smith, referring to how dated Futurist painting and sculpture looks, wrote: "They almost seem like satires of Modernism, or maybe Modernism for beginners."
